Brian Gillikin

Brian Gillikin is a Technical Lead and Data Scientist in IBM’s Federal Consulting practice. He holds an M.S. in Information Technology and an M.S. in Public Policy & Management from Carnegie Mellon University and an M.A. in Technology Governance & Digital Transformation from Tallinn University of Technology. He was a 2017 Boren Fellow in Estonia and a 2023 Fulbright Specialist in India. Mr. Gillikin’s expertise spans multiple domains within information systems, data science, technology policy, and public sector technology. Prior to IBM, Mr. Gillikin worked on analytics, technology, and education projects for the State of Pennsylvania, the OECD, and civic technology and publishing nonprofits funded by the U.S. Department of State, Millennium Challenge Corporation, UNESCO, and the EU.
